Committee Member, Washington County Arts, Heritage and Humanities Coalition 1/1/2007 - 12/31/2009

Appointed by the Washington County Board of Commissioners.  The Coalition, in accordance with the state law and Washington County Policy is charged with establishing and maintaining a regranting program distributing funding received from the Oregon Cultural Trust. The Coalition distributes over $25,000 per year in support of the arts, heritage and cultural activities within the County. The Coalition works to implement the recommendations, planning and strategies developed by Washington County Cultural Coalition Planning Committee in 2004.

Committee Member, John Quincy Adams Young House, Tualatin Hills Park and Recreation District 6/2005-3/2006

Appointed by the Executive Director of THPRD.  Committee served as a connection between THPRD and the community as the District sought to development of a new heritage park around one of Washington County’s oldest surviving home development of a new heritage park around one of Washington County’s oldest surviving homesteads. Committee developed site master plan to guide District’s development efforts.

Committee Member, Washington County Cultural Coalition Planning Committee

Appointed by the Oregon Secretary of State.  The Coalition, in accordance with the state law establishing the Oregon Cultural Trust, was charged with developing a countywide planning and policy document covering the role of the arts, heritage, and the humanities in our communities, and laying out a course for future action and support. The Committee conducted qualitative interviews with community leaders and quantitative surveys of county residents to determine local needs, desires, and priorities. During this same time period I was also pursuing a Master Degree in Public Administration at Portland State, working for the Working Waterfront Museum and the Oregon Nikkei Legacy Center.

Governors Taskforce for Heritage and Cultural Tourism,  Maine Governors Office, Angus King Governor 1997-1999

Appointed by the Governor of Maine. Taskforce worked to coordinate and implement Governor Angus Kings Heritage and Cultural Tourism Initiative including the coordination of efforts between public agencies, NGO’s and private businesses. Worked to develop and implement a coordinated marketing campaign, management of Federal grant dollars and establish the position of a state heritage and cultural tourism coordinator.

Libraries of Eastern Oregon, Fossil, OR. Principal Consultant to A Sense of Place a 2007 National Leadership Grant from the Institute for Museum and Library Services to develop a regional model of collections care, preservation and exhibition by small, rural, and typically volunteer run, libraries that tie them into major urban museums. Tigard Historical Association, Tigard, OR. Serving as a Preservation Specialist on a $20,000 project to catalog and dataset the Association’s Collections, while providing policy guidance to the Board and teaching members of the Board and volunteers how to care for their collections. Keepers of Heceta Head Lighthouse, Yachats, OR. Conducting a $10,000 policy review and policy guidance to a startup nonprofit to help them file their 501c3 application with the IRS. August 2007 - April 2008.

Arab Cultural Center of Portland, Beaverton, OR. Provided policy advice and guidance in submission of IRS application for 501c3. Summer and Fall 2006.

International School of Beaverton, Aloha, OR. Providing exhibit design and installation ser vices to the school, an options school within the Beaverton Public Schools, the Beaverton Sister Cities Committee and the RPCV committee partners. Fall 2006 - present.

Friends of the International School of Beaverton, Aloha, OR. Developed and submitted nonprofit incorporation papers to the required Oregon state agencies. Provided draft bylaws and examples to create corporate bylaws. Managed drafting of corporate bylaws for approval. Assisted in development and submission of IRS application for 501c3 as a tax-exempt organization. Federal approval received 30 days after submission. Continuing to provide guidance in the operation and governance of the new nonprofit. Currently serve as Advisor to the Board. Spring 2006-present.

Tualatin Historical Society, Tualatin, OR. Provided design, fabrication and installation services to place the 13,000-year-old remains of a mastodon on exhibit. Provided collections and exhibit advice concerning museum operations. Fall 2006.

Committee for a Museum of the Peace Corps Experience, Portland, OR. Funded by a grant ($1,000) from the local arts council I conducted a series of four half day Board Workshops in the spring of 2002 for the Organizing Committee covering mission, development, starting a nonprofit, museum policy, collections development and preservation, museum exhibitions, board development, and nonprofit governance.

Working Waterfront Museum, Tacoma, WA. Provided management services as Interim Executive Director. 2003-2004. Provided interpretive and exhibit planning services, facilitation of two board retreats to revise organizational mission, governance and management structures, conducted organizational swot analysis, and providing grant advice. 2001 - 2003.

Shogren House Museum, Portland, OR. Limited consultation ($6,000) for the establishment of a new museum providing management consultation, policy development, and facilitation of initial board formation. Provided expert written and verbal testimony before the Hearings Office, Office of Planning and Review, City of Portland. 2002.

  • Successfully led efforts to secure the dual accreditation of the agency with both national and international accrediting bodies.
  • Evaluated & rewrote agency policies & practice in line with new International Hague
  • Convention & US State Department mandates. Prepared two 400-page internal studies for outside evaluating teams, Worked with (led) organizational leadership and board through the process in 6 months.
  • Conducting an internal audit reviewing and updating all management practices and board policies. Conducted surveys with various stakeholder groups & clients.
  • Utilizing museum training in evaluation and accreditation along with recent graduate school training provided advice and guidance on issues of governance, policy formation, budgeting, financial management and daily operations. Museum Director

Working Waterfront Museum, Tacoma, Washington 10/2002-7/2003

Served as part-time contract administrator & consultant to the Board of the Working Waterfront Museum.

Oversaw and managed a staff of one, a core of 30 volunteers and daily operations; completed the Phase 1 construction project serving as Construction Superintendent, Owners Representative and Laborer; served as Exhibit Developer opening first professional museum exhibition, and worked with Board to rescue and preserve a 45,000 ft 2, nationally significant maritime warehouse.

During this same time period I was also pursuing a Master Degree in Public Administration at Portland State, and working for the Oregon Nikkei Legacy Center in Portland - see below.

Managed Center’s educational programs, volunteer speaker bureau and assisted in development activities including special events, capital campaign, grant writing, oversaw collections management and worked with volunteers. Maintained and migrated databases and workstations. Assisted in architectural planning for new heritage center.  Developed preliminary opening exhibition layout for new heritage center.

Executive Director

Aspen Historical Society, Aspen, Colorado 5/1999-2/2000

Provided leadership, fundraising and operations management over a staff of 9 with a $530,000 annual budget and 5 National Register Historic Sites encompassing over 31 historic structures spread across 40 miles of the Continental Divide serving more than 27,000 local and international visitors annually. Expanded community participation and audience by a factor of 12 from previous year.

Administration

  • Restructured accounting practices with auditors to increase financial accuracy in tracking expenses by program area (seeking 80/20 split program $/ admin. cost). Prepared for first full independent audit in 35 years.
  • Developed innovative performance measures for staff including establishment a supervision cycle and ongoing measurement to performance goals.
  • Negotiated $1.4M architectural contract.

Program and Education

  • Received grant funding for a MAP III (Public Dimensions) survey from the Institute of Museum and Library Services and the American Association of Museums.
  • Initiated new Public Programs Department by restructuring staffing.
  • Expanded museum audience by 1300% from 940 guests in the first quarter 1999 to over 12,000 during the first quarter 2000.

Curator

Penobscot Marine Museum, Searsport, Maine (AAM Accredited) 4/1991 -4/1999

Responsible for the research, exhibit, care and interpretation of 11 historic building with 25 galleries and rooms (30,000 ft2), & the daily management of over 10,000 objects of material culture, providing both curation & collections management for Small Craft, American, Oriental and European Decorative Arts, Models, Marine Hardware, Paintings, Art on Paper, Textiles and Ethnographic materials. Played a leading role in the museums reaccreditation with AAM.

Curatorial, Collections and Administration:

  • Developed & executed both facility and exhibit master plans including security upgrades and updates.
  • Planned (10) and oversaw construction and renovations to five (5) museum buildings.
  • Researched, planned, designed & installed over 40 exhibits and displays in eight (8) years (5/yr. aver.)
  • Hosted workshop for The National Institute for Conservation (Washington DC) on “Fundraising for Collections Care.”
  • Peer reviewer of the draft publication Long-Range Planning for Collections Care, now available through the AAM Bookstore.
  • Grants Management Received two (2) National Endowment for theHumanities, grants for exhibition and public program development. Wrote and received three (3) IMS/IMLS
  • Conservation Grants that generated over $501,334 in matching funds. Ninety-two percent success rate from over 30+grants I wrote.

Educational Programming:

  • Founded internship programs with nearby colleges and universities training over 80 students.
  • Co-founded the Penobscot Bay Network, a public-private consortium of federal and state agencies, and regional non-profits to coordinate scientific research, preservation and regional planning in the Penobscot Bay region.
  • Created inter-disciplinary advisory panel to assist in background research and program development.
  • Founded the PenBay Regional History Conference.
  • Developed Service Elderhostel program. Lectured before other Elderhostel programs. Developed and managed annual budget.

Managed archives, rare book, photography and special collections for the library and museum.  Authored and received two (2) Maine State Archives Grants for archival preservation.  Founded state archives association.
